Top scientists warn against rush to bio-fuel

Gordon Brown is preparing for a battle with the European Union over bio-fuels after one of the government's leading scientists warned they could exacerbate climate change rather than combat it.
In an outspoken attack on a policy, which comes into force next week, Professor Bob Watson, the chief scientific adviser at the Department for Environment, Food and Rural Affairs, said it would be wrong to introduce compulsory quotas for the use of bio-fuels in petrol and diesel before their effects had been properly assessed.

'Jet-setting' government clocked up 300 million air miles last year

Ministers were accused of hypocrisy and extravagance after the Conservatives calculated that Whitehall departments and major public bodies clocked up more than 300 million "air miles" last year. The Tories said the flights would have been enough to take politicians and civil servants to the moon 1,280 times or make 12,240 journeys around the world.

Tesco invades Seaton – closing the nursery and holiday village

Yesterday, the 7,500 inhabitants of Seaton on the south Devon coast were readying themselves for a new battle after Tesco bought its largest employer, a holiday village, and promptly ordered its closure. The site also houses Seaton's only nursery, catering for 35 children, and a swimming pool.

Corporate killing law tightens

A new corporate manslaughter law due to come into force next month will expose companies to more police investigations, higher fines and a wider range of possible offences, lawyers claim.

The Corporate Manslaughter Act is a response to widespread criticism of the existing law, after a series of failed prosecutions over disasters such as the 1987 capsising of the Herald of Free Enterprise ferry in the English Channel, which resulted in the deaths of 193 people, and the Southall train crash in 1997.

Afghan aid ‘wasteful and ineffective’

The international aid effort in Afghanistan is in large part “wasteful and ineffective”, with as much as 40 per cent of funds spent going back to donor countries in corporate profits and consultant salaries, Kabul-based charities will say on Tuesday.

At the same time, the administration of Hamid Karzai has failed to tackle high-level corruption in a government that relies on international handouts for 90 per cent of public spending, a report by the Agency Co-ordinating Body for Afghan Relief (Acbar) says.
