The war in Ukraine has triggered an unprecedented international aid effort. Governments, international organisations and companies have all pledged significant support to Ukraine’s recovery and reconstruction. With large sums involved, ensuring aid is well-managed, properly allocated and protected from fraud and corruption is essential.

In this white paper, Building trust through integrity: six recommendations for the management of international aid to Ukraine, GoodCorporation Senior Consultant, Viktor Soloviov, examines the management of international aid to Ukraine, emphasising the importance of integrity and strong anti-corruption safeguards throughout the country’s recovery process. As Ukraine navigates the challenges of war and ongoing donor support, ensuring aid is used openly and responsibly remains a top priority for Ukraine’s partners.

Ukraine has made tangible progress on transparency and reform. Nevertheless, corruption risks are still evident and continue to threaten both immediate relief efforts and the broader reconstruction drive. Recent figures from the Corruption Perceptions Index highlight the severity of these issues, particularly as wartime conditions challenge the resilience of state institutions. Well-publicised corruption scandals involving senior officials, especially in defence and reconstruction, have further exposed vulnerabilities and underscored why effective integrity measures cannot be delayed.

To help address these risks, the paper proposes six targeted actions for both donors and Ukrainian authorities.
